We have discussed a few ways of doing this. One of the options is to introduce an energy management system that would control and monitor the street lighting. The important parts of this process is to have electronic ballast that is available to be integrated into this system. The capital outlay to install cost of these systems is very high.  The savings are as equally to &lt;st1:time minute="53" hour="9" st="on"&gt;7 to 10&lt;/st1:time&gt; % for higher wattage lamp and 20 to 30 % in lower wattage lamp. If the systems incorporate with common power down mode. and optionally   with voltage correction systems If where the installation In night time the streetlight voltage high up to 270 volt so it can be correct it to 220 to 240 volts which save around 10 % and also its increase the life of luminaries and by power down time at night 11 PM to early morning which saves around in range of 40 to 50 %. Total saving will be around  30 to 40 %. Street light ON hour varies from 9.00 hours&lt;/span&gt;&lt;span style=";font-size:100%;color:black;"  &gt; (during summer ) to 13.00 hours (during winter). Ordinary electromechanical and digital time switches are incapab&lt;/span&gt;&lt;span style=";font-size:100%;color:black;"  &gt;le of takin&lt;/span&gt;&lt;span style=";font-size:100%;color:black;"  &gt;g care of such annual variation.&lt;/span&gt;&lt;span style=";font-size:100%;" &gt; For entire year sunrise and sunset time changes by about &lt;span style=""&gt; &lt;/span&gt;3 hours (i.e 180 minutes). &lt;span style=""&gt; &lt;/span&gt;This quiet big variation can served if we operate street lighting operation with the sunset and sunrise changes. In both the case operations of street lighting does not efficiently cope up with sun&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;rise and sunset time changes.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"  style="text-align: justify; font-family:verdana;"&gt;&lt;span style=";font-size:100%;" &gt;&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"  style="text-align: justify; font-family:verdana;"&gt;&lt;span style=";font-size:100%;" &gt;In India majority street lighting timers are reprogrammed for time setting every 15 or 30 day basis. (If we adopt for 15 days time setting systems then total 30 minute pe&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;r day and if we go for monthl&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;y time setting systems then total 60 minutes per day we have to compromise.) That will leads to a huge wastage of power.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" face="verdana" style="text-align: justify; "&gt;&lt;span style=";font-size:100%;" &gt;&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" face="verdana" style="text-align: justify; "&gt;&lt;span style=";font-size:100%;" &gt;If we calculate for one point of 15 kW then only 30 minutes of daily saving in energy can save Rs.10, 800/- annually. Because now a days number of cities are increasing rapidly. And basic need for a city is roads, lighting and sewage lines.&lt;br /&gt;&lt;br /&gt;As a basic need for city street lighting is consuming nearly &lt;span style="font-family:verdana;"&gt;23%&lt;/span&gt; of electrical energy. And the main problem is, it remains ON whole night (and some times day also) while it is not required. But if we turn it Off after midnight it shows increase in crime rate in researches. If one use LED lights it costs very high and even more when old fixtures and luminaries have to scrap.&lt;br /&gt;&lt;br /&gt;The best way out is using Street light controller, even using longitude latitude based timers instead of street light timers also saves up to  8% energy. But &lt;span style="color: rgb(0, 0, 153);"&gt;&lt;span style="color: rgb(0, 0, 153);"&gt;dimming and staggering can raise savings up to &lt;span style="font-family:verdana;"&gt;41%&lt;/span&gt;&lt;/span&gt; &lt;/span&gt;which we are already having at Vadodara Mahanagar Seva Sadan (Gujarat).
